Belén, Paraguay | The City Opens Up to Tourism as a New Relevant Tourist Destination in the North of the Country

Belén, a city in Paraguay, located just 19 kilometres from the departmental capital Concepción, is well known to be the exact point where the Tropic of Capricorn passes through the territory of the South American country, recognised as the oldest centre in the department combining history, natural landscapes and tradition, and distinguished to be the “Ciudad del Payé”,  the City of the Payé, with “Payé” that is a spell intended to achieve a specific objective and is made by a “curandero” a healer with magical powers according to the desired end.

Founded 265 years ago as a relevant Last Jesuit site under the guidance of Father José Sánchez Labrador during the government of Jaime Sanjust with the original name of Nuestra Señora de Belén de los Mbayá, since then this centre combines history and development, and stands as a historical and cultural point that keeps the memory of the Jesuit presence in the northern region of the country.

Belén offers various attractions, on the banks of the Ypané, Pororó, and Paso Pedroso Rivers there are popular beach resorts with white sand and beautiful vegetation, several springs irrigate the city and the famous ruins of Purutue Ka'i Cué consisting in the remains of an ancient Brazilian settlement are located a short distance from the city.

The Paraguayan centre still preserves traces of the Jesuit era in its square, old houses, and mansions with colonial features of historical value which revive the city’s rich history, and the significant cultural and architectural influence of the colonial era can be seen throughout the entire centre.

Local surnames such as Guachiré, Paná, Paranderí, Ñamandú and Yaharí  reflect the rich cultural heritage of  Belén linked to the Guarani, an Indigenous group of South America, who preserve their cultural roots through unique arts, the use of their ancestral language,  and strong community bonds maintained by elders and religious leaders.

Today the city has small hotels, bars, and restaurants which complement its historical appeal with houses from the Jesuit era that are still standing.

The Tropic of Capricorn gives Belén a particular climate, ideal for summer, a season in which the beaches of  the local rivers and the municipal swimming pool become meeting points, and for this year, the Municipality is preparing improvements in the resort and recreation spaces, with the aim of receiving more visitors.

Currently the local meatpacking plant generates employment for some 2.000 people is the main local industry, while road works such as Concepción - Belén-– Horqueta asphalt route and the asphalting to San Pedro which is already 70% complete and a new bridge over the Ypané River will boost connectivity and tourism.

With a past full of legends, narrations and mythology and an expanding present Belén is emerging as a tourist destination with its own identity, where nature, culture and history are interwinded to bewitch those who visit it.

The city celebrated its 265th anniversary on August 23rd, in an atmosphere of pride and joy for its inhabitants, who recognize the remarkable development experienced in recent years.

The celebrations included a student, civic and military parade, the election of Miss Belén 2025, among eleven young candidates from local society and the festive day closed with the artistic show performed by Los Verduleros and Asunsamba.

The Mayor, Javier Peralta, stressed that there are plenty of reasons to celebrate, since Belén left behind road isolation with the authorization of the Concepción - Belén - Horqueta asphalt road, and with the progress of the work that connects with San Pedro, which in a short time will become a new development corridor for the district.

When this road will be completed, it will be a key route where trucks will circulate daily transporting rice, soya, beans, cattle and other products from the region generating economic progress that will complement the cultural and historical charm Belén retains.

Nowadays with its 265 yeats of history, Belén combines tradition and modernity, celebrating its cultural identity and looking optimistically to the future, becoming a new relevant destination in the north of the country.

Madrid, Spain | The New City’s “Reside Plan” Bans Tourist Apartments in Residential Buildings in the Historic Centre

The new Madrid’s “Reside Plan” from late August 2025 bans tourist apartments in residential buildings within the historic city centre and other designated areas, with the goal of protecting housing for residents and curbing property speculation driven by tourism.

The plan comes in response to an escalating housing crisis in Madrid, which has been worsened by the boom in tourist rental properties and authorities seek to preserve the residential nature of the city centre and slow the conversion of homes into tourist flats, regulations that aim to mitigate the negative effects of unchecked tourism on real estate prices and the cost of living for locals.

This regulation applies to district like Centro, Chamberí, Salamanca, and Retiro, preventing tourist rentals in residential buildings and requiring separate entrances for any new tourist properties according to Spanish News Today.

Tourist apartments are no longer allowed in buildings designed for residents, including those on the ground floor, and according to HostelTur, well known tourism portal, the new Madrid Residential Plan has already been published in the Official Gazette of the Community and is expected to come into force soon, eliminating the possibility of obtaining licenses for tourist apartments in the historic centre of the Spanish capital with the exception of blocks that are already entirely dedicated to this activity.

The Community of Madrid has approved an amendment to the city’s General Urban Development Plan, which provides for the entry into force of the Residential Plan, according to which is now prohibited to operate local accommodations units in residential buildings, as well as to transform commercial shops into tourist apartments.

According to HostelTur, this new plan replaces the previous one, which dated from 2019 and gives prominence to the historic city, where local accommodation has grown the most, reducing the apartments available for housing.

Among the main changes is the fact that, in the Madrid’s city centre, the existence of local accommodation in residential buildings is now prohibited, something that is now only allowed in less congested areas of the Spanish metropolis or in buildings that are entirely dedicated to this purpose, within a maximum period of 15 years.

HostelTur stated that this measure aims to prevent tourist activity from further reducing the number of apartments available for residential purposes, not least because, according to data from the Madrid municipality, of the 17.360 local accommodation units accounted for in the city, 92.7% operate in  apartments, although only 7.45% have a municipal license for this purpose.

The measure is, however, limited to the historic centre of Madrid, since the municipality intends to encourage the decentralization of tourist activity to other areas of the city, although, in these cases, tourist apartments located in residential buildings must have an independent entrance, in a change that was accepted after popular consultation.

The new Madrid Residential plan aims to increase the number of dwelling available for housing in the city, and therefore, also includes incentives for the conversion of office buildings into residential ones.
In the city centre, the conversion of commercial spaces into residential spaces is also prevented, in a measure that aims to reverse the trend that has been registered since 2015 and which has already led to the transformation of 3.306 commercial establishments into residential ones.

HostelTur added that the goal is to protect the quality of life of the city’s residents without harming economic development, which is why this plan bets on a  model in which tourists apartments coexist with other types of accommodation, while safeguarding residents from the effects of sharing space in the same building.

Finally, the new residential plan aims to strengthen supervision with a view to detect illegal tourist accommodation, whose fines had already been increased in the previous revision of this plan.

Azerbaijan | Travel & Tourism Sector is Set for a Significant Growth this Year

Azerbaijan is strengthening its tourism promotion spearheaded by the very active Azerbaijan Tourism Board (ATB), the national body responsible for marketing the country as a premier travel destination aiming to position it as a global leader in tourism, highlighting in its promotional campaigns the rich national cultural heritage, a blend of East and West influenced by ancient civilizations, the iconic Silk Road,  as well as its diverse natural, unique landscapes and varied climate zones.

Travel & Tourism sector is set for a significant growth this year, confirmed by data provided by the World Travel & Tourism Council (WTTC) forecasting a contribution of ₼10.3 billion to the national economy, a 32% year - on - year rise, representing 8.2% of total GDP.

In addition this year the sector is also expected to support 472.000 jobs,  representing nearly 10% of total national employment.

Azerbaijan tourism success factors include strategic government initiatives like the introduction of the “ASAN Visa” system that has significantly simplified the process for international visitors, increasing facilitations and encouraging tourism, relevant investment in modern infrastructure and enhancing airports connectivity.

The country is also focusing on improving accessibility through expanded flight routes while also promoting event and business tourism,  all contributing to increase visitor numbers and strengthen national brand.

The Government has prioritized tourism’s role in the national economy, leading a dedicated State Tourism Agency and strategic plans to boost the sector include developing new tourist products, partnering with international organizations, travel platforms and launching campaigns like “Take another look” to rebrand the country and reinforce its inbound tourism.

In the Transcaucasian state there is a long - term commitment to sustainable development within the tourism sector, with strategies focused on creating a favourable environment and increasing tourist satisfaction and in addition hosting high - profile sporting events, such as the Formula 1 Azerbaijan Grand Prix and the UEFA Europe League Final also serve to raise the country’s global profile as a tourist destination of relevance.

The sharp growth in both domestic and international visitor spending signals renewed strength in the country’s tourism economy.

International visitor spending in 2025 is projected to reach ₼5.5 billion, marking a full - post pandemic recovery, while domestic visitor spending is forecast to reach a record new milestone at over ₼3.8 billion, up from ₼3.8 billion in 2009.

WTTC President & CEO, Julia Simpson said that Azerbaijan is turning heads in the global Travel & Tourism sector. With visitor spending rising and employment accelerating, 2025 is shaping up to be a breakthrough year.

These figures reflect growing international appeal and the success of Azerbaijan’s long - term focus on diversification, cultural promotion, and sustainable tourism development and for that WTTC is proud to support the country’s journey.

Looking back at 2024, Azerbaijan’s Travel & Tourism sector contributed ₼7.88 billion to the economy, 10% behind 2019 levels and supported 423.700 jobs.

International visitor spending reached ₼3.4 billion, a 29% increase year - on - year, while domestic visitor spending totalled ₼3.5 billion, nearly 10% above 2023 levels.

The upward trend across all indicators sets the stage for Azerbaijan to continue rising as a global tourism destination emerging in the international landscape.

Looking ahead, the World Travel & Tourism Council forecasts that by 2035, Azerbaijan’s Travel & Tourism sector will contribute over ₼17 billion, almost 11% of GDP, and support almost 670.000 jobs, and this would represent the creation of nearly 200.000 new jobs over the next decade.

International visitor spending is expected to hit just under ₼9.5 billion, while domestic visitor spending is forecast to reach ₼6.3 billion, reflecting balanced and suistained sector growth.

While the outlook is positive, challenges remain, including the need for increased capacity in local transportation and tourism services with ATB actively working for that. The country to reinforce its inbound tourism is now focusing on a new initiative looking to attract tourists from  Central Asia and continuing to implement new plans in a long - term strategy focused on diversifying its tourism offerings
