Barcelona, Spain | Approved a Plan to Raise the City's Tourist Tax at €8 in 2029

Barcelona, capital of the autonomous community of Catalonia and second largest city in Spain after Madrid, through its City Council plenary approved a plan to raise the city's tourist tax for overnight stays by €1 annually until the legal limit of €8 per person per night in 2029.

The proposal approved and supported by the President of the ERC Republican Left of Catalonia Group, Elisenda Alamany, establishes a calendar, contemplating annual increases that will see the surcharge rise to €5 in 2026, €6 in 2027, €7 in 2028 and finally €8 in 2029, a gradual increase that doubling Barcelona city's current tax surcharge of €4.

The socialist government has given its approval, and the Deputy Mayor for Economy, Jordi Valls, has pledged to incorporate this progressive increase in the surcharge into the 2026 tax ordinance proposal, which he plans to present in October with the goal of beginning implementation in April 2026.

This measure is contingent on the Catalan Parliament approving, expected in the above mentioned month. Only with this approval will the city council be able to include the new schedule of increases in the tax ordinances that must be approved before the end of the year.

Alongside this new measure, those responsible for the city of Barcelona intend, from 2026, to create the Fund for the Return of Tourism, with the aim of linking projects to reverse or reduce the impact of tourism and improve the daily life of Barcelona's most touristic neighborhoods and communities.
