Valencia, Spain | SmartTourFlow Challenge : A Competition to Predict Tourist Flows in the City with the Support of AI and Modern Technologies Launched

The Valencia City Council, through Valencia Innovation Capital, a platform of the Innovation Department of the municipality, created to promote a dynamic, diverse and creative city, presented SmartTourFlow challenge, a call and competition to develop technological solutions that allow identifying, monitoring and predicting tourism flows in the city with the support of AI and modern technologies.

This initiative, framed in the GovTech challenges, part of a structured process of connecting public sector challenges and innovative teams or individuals that have ideas and solutions, aims to improve the visitor experience without affecting the quality of life of residents. 

The solution is not intended to restrict tourist activity, buth rather to optimize it. For example, it will allow tour guides to anticipate congested areas, avoiding a negative experience due to a lack of coordination.

 Above all it has to be a key measure for safety, incorporating multifactorial limits on criteria such as the critical occupancy of public space, for example, two people per square metre as in an evacuation plan for large events.

The winning solution must become a digital tool capable of analysing real - time data on tourist flows at different points in the city and it must also generate alerts and advance projections that support urbn and tourism planning.

In addition this technological instrument will be essential to facilitate resource management, tour planning and informed decision - making by government agencies and tourism agents. 

Proposals could integrate modern technologies such as big data, artificial intelligence (AI) for predictive data analysis, digital twins and augmented reality to simulate scenarios and visualize urban behavior, IoT for automatic real - time data collection, and GIS, geographic information systems for mapping and land management.

The application of models that analyze the physical and social carrying capacity of each space will be considered, taking into account its use, location, and temporal dynamics. 

Applications must incorporate a comprehensive perspective based on multiple indicators, these include urban mobility, population density, resident influx, the location of tourist accommodations, events, visitor centres, and other infrastructure, as well as as operational capacity.

The solutions are expected to be flexible enough to adapt to different neighborhoods, locations, or seasons, and can be integrated with existing municipal platforms such as VLCi and Visit València.  

The first prize includes a contract of €50.000 + VAT to implement a pilot in 12 months and  two runners – up prizes of €2.500 will be awarded. Applications can be submitted until 21st September 2025 through the Public Sector Procurement Platform and will be evalued by an independent jury.

The Councillor for Tourism of Valencia, Paula Lloobet, stressed that this is one of the most ambitious challenges in the city, as it seeks to define the urban carrying capacity and apply real –-time alerts to avoid the saturation of tourist spaces.

With SmartTourFlow, Valencia continues to advance toward smart, responsible, and humane tourism that protects heritage, fosters community interaction, and generating a positive impact on the city.
