Cuba | Government Adopts a New Measure on Housing Properties in the Country

A new legal provision on real estate in Cuba has begun to circulate since its publication in the Official Gazette and the Government is adopting a new measure on housing properties in the country.

Although it is presented as a technical update, many Cuban citizens inside and outside the country wonder what the true scope of the measures will be.

The agreement issued by the Council of Ministers, propose adjustement in the procedures related to homes, rooms and rooms premises that do not yet have formal legal support.

In a country like Cuba where a significant part of the housing stock is of informal or precarious origin, changes in this type of process often tend to generate diverse interpretations or doubts and in fact in recent days interest has grown around the possibility of losing ownership or the use of unregulated properties.

The official measure, by modifying the deadlines and some requirements, could have consequences both for those who still reside in Cuba and for those who, for various reasons, have not been able to complete the legalization of the properties they left in the custody of third parties.

The Official Gazette No. 26 in an extraordinary edition, of 23rd May 2025, makes official the extension until 31st December 2025 to submit applications for the legalization of properties without recognized status.

The measure applies to home, rooms, rooms and premises adapted for residential use, as long as they comply with territorial and urban regulations.

This extension of the deadline responds, as explained by the Director of Legal Affairs of Housing of Micons, the Ministry of Constructions, to the delays caused by the pandemic and the need to simplify the procedure in force since 2019.

With this update, it will no longer be mandatory for the Municipal Directorates to carry out the plan survey and the detailed description of the property.

A technical opinion issued by the authorities of Territorial Planning and Urban Planning will suffice, which, they assure, will reduce the processing times by up to 15 days.

Potential beneficiaries include :

•    Permanent tenants of state housing who have not been sanctioned for crimes such as corruption, drugs or illicit enrichment.
•    Occupants of rooms, rooms or premises transformed into dwellings.
•    People who live in buildings built by the State without due legal process.
•    Residents of rural or urban areas that have not yet been regularized.
•    Vulnerable groups such as pregnant women, people with disabilities and older adults.

The Micons officials also pointed out that the more than 19.000 pending case from the previous process will receive a response from the municipal authorities in the coming months.

Cuba has been facing a severe housing deficit for year, estimate at about one million units and according to official data, only 65% of the country’s housing stock is in good technical condition.

The scarcity of materials, the damage accumulated over time and the absence of a formal real estate market aggravate this situation.

In this context, the extension until December 2025 could be seen not only as an opportunity to complete pending procedures, but also as a wake - up to all those who have not yet legally secured their link with the property they occupy or left behind.

Huanchaco, Peru | Upcoming Development of a New Tourist Pier to Revitalize the Cultural Landscape

Huanchaco, a popular seaside resort city on the Pacific Ocean in the province of Trujllo, Peru, capital of the homonymus distrct, known for its pristine beaches, great surf breaks, its typical boats "Caballitos de totora", tasty seafood, located near the ancient ruins of Chan Chan that was the largest city of the pre - Columbian era in South America and it is now an archaeological site in the department of La Libertad, will have the development of a new tourist pier to revitalize the cultural lasndscape.

The President of AHORA – Huanchaco, the Association of Hotels, Restaurants and Related Businesses of the Peruvian city, Vanessa Guevara announced the upcoming construction of a new tourist pier and will leave aside the previous one that was operating since 1886, specifying that the investment in its development would require approximately 40.0 milliones soles.

The work will take place to manage the affected area corresponds to the front left sector of the pier, where the wooden structure, already compromised by the action of the waves, humidity and lack of maintenance, gave away completely.

In this regard, there is interest from the private sector in assuming responsibility for the construction of the new dock and the President of AHORA – Huanchaco revealed that there are four companies that have shown interest in the project for the new pier.

In this sense, the head of the Association asked for the acceleration in the preparation of the preliminary studies and technical file, as well as the respect of the original pattern of its design and that it be work that lasts as long or longer than the current dock.

It should be noted that the iconic pier, historically used by local fishermen, residents and tourists, was part of the cultural landscape of the province of Trujllo and has been, for decades, one of the main attractions of the Huanchaco coast.

The President of AHORA said that the pier had become a tourist attraction in Huanchaco, and was one of the most visited monthly by about 30.000 tourists, but for more than five years presented structural problems.

For these problems the pier was closed three years ago by order of the Peruvian Navy and due to the closure in that period of time Huanchaco has lost more than 3.0 million soles.

Consequently the head of AHORA – Huanchaco pointed out that there is an economic damage to tourist activity in the aformentioned jurisdiction due the fall of the historic pier.

The vast majority of visitors come to Huanchaco attracted by the tourist bridges, its beaches, gastronomy and services while international visitors come mainly for surfing and living culture, but Huanchaco pier has always been one of the most visited sites.

The decrease in the tourism flow apart the closure of the Pier was also due to citizen insecurity, and social conflicts, among others and the hope is now with this project to revert to the good of the region and tourism in Huanchaco.

Andorra | Increasing Environmental Protection Efforts to Boost Tourism - Driven Economy

Andorra, a tiny, independent principality and sovereign landlocked country on the Iberian Peninsula, located in the eastern Pyrenees in Southwestern Europe, bordered by France to the north and Spain to the south, known for its stunning valleys, pristine nature, renowned ski resorts and a tax - haven status that encourages duty - free shopping is increasing environmental protection efforts to boost tourism - driven economy.

The microstate aims for economic growth that is heavily reliant on tourism amid outsized climate change challenges, with 90% of its territory covered by steep slopes, and tourism being its main source of income, the small principality has no space to waste and no room for error.

In Andorra if the snow melts too quickly, or the environment degrades. The country's economy could quickly unravel and as this mountainous microstate lacks the ability to battle a global challenge like the climate change all on its own, currently the tiny principality is launching more joint efforts to tackle the issues along with global partners

Since one of the real challenges facing Andorra is the sustainable use of space, this tiny country in the Pyrenees has been making efforts to ensure its tourism can make most use of nation's resources and to build a sector that can receive tourist from across the world throughout the whole year.

As the country chose to build a coherent and long – term system, rather than isolated fixes, to protect its environment, it has been building facilities to turn waste into energy as part of the principality's efforts to pursue sustainable development.

Andorran Secretary of State for Energy Transition, Transport and Mobility, David Forne Massoni said that Andorra is not a member of the European Union, but the climate change policies are already aligned with the European Union as well and the country shares the long - term commitment, about the neutrality of carbon to 2050.

Andorra is an active member of the United Nations Framework Convention on Climate Change, the UNFCCC, since 2011 and the country ratified the Paris Agreement in 2015.

The country is also doing a geat job in promoting everything related to sports, especially sporting activities linked to nature, like trail running, which has been developing a lot, and hiking and the state is on the right path in communicating about its tourism, especially eco - tourism.

Finally, Andorran Minister of Environment, Agriculture and Livestock, Guillen Casal Font said that the country exports 70% of its waste into other countries of the European Union and Andorra manages the remaining 30% in a national centre of valorization transforming it in energy.
