Rwanda | Parliament Passed a Bill to Implement a Tourism Tax on Acccomodation

Rwanda, a landocked country in the Great Rift Valley of East Africa, where the African Great Lakes region and Southeast Africa converge, a land with extraordinary biodiversity highlighted by an incredible wildlife living throughout its montane rainforest, its volcanoes and sweeping plains through its Parliament passed a bill to implement a tourism tax on accommodation.

On 28th April 2025, the Chamber of passed bill tourism tax which is expected to take effect on 1st July 2025, set at 3% of accommodation charges, exclusive of value added tax will apply to all registered accommodation businesses, including hotels, lodges, motels, apartments and Airbnb facilities.

The bill got unanimous approved by 70 MPs and this new tax is part of the NST2, the Government's National Strategy for Transformation which aims to position the country as a top - tier ecotourism destination and significantly increase tourism revenue from $620 million in 2023 as a baseline to $1.1 billion by 2029.

 According to RDB, the Rwanda Development Board, government department that integrates all government agencies responsible for the attraction, retention and facilitation of investments in the national economy, Rwanda tourism economy grew by 4.3% to $647 million in 2024 compared to the performance of 2023. 

The bill is intended to help fund NST2 objectives and strengthen domestic resource mobilisation to support the tourism sector growth, and the government indicated in the explanatory note of the bill.

Key provisions of the bill include that the accommodation businesses must register and remit the tax on a monthy basis. The tax should be paid within 15 days after the end of each month and it applies to both paid and outstanding accommodation fees.

The Chairperson of the Parliamentary Committee of Foreign Affairs, Cooperation and Security MP Hope Tumukunde Gasatura, who analysed the bill said that no substantive changes were made to the overall structure of the bill tabled by the government.

A point of clarification was raised by MP Angelique Nyirabazayire focused on how the 3% tax would be applied to fees not yet received by the accommodation facilities.

The Chairperson of the Parliamentary Committee of Foreign Affairs explained that similar to VAT, the tax would, the tax would apply to all amounts, due, even if only part of the payment has been made in advance.

The campaign is also supported by major tourism platform like Alipay and Meituan, aligned with China's broader digital economy initiatives with the purpose to create new opportunities for tech - driven tourism services and solutions.

China with this campaign will highlight and promote imbound travel, which comes at a pivotal time for the country, as it works to rebound from the impacts of the COVID - 19 global pandemic and this promotion is expected to further accelerate the country's recovery in the tourism sector.

Brazil | International Tourism Spending Reached a New Record in Q1 2025

Brazil, the largest and most populous country in South and Latin America is experiencing a substantial growth in the tourism sector and a confirmation of this very positive momentum is international tourism spending in the country that reached a new record in Q1 2025.

Between January and March 2025, international visitors left $2.401 million in the South American country, reflecting a growth of 16% compared to the same period last year

The data was released by Bacen, the Central Bank of Brazil and analysed by the Ministry of Tourism, deternining that this is the best result in the historical series for the national tourism sector.

This very expressive performance places international tourism ahead of important products in the Brazilian trade balance, some examples reflect that in the same period cotton exports generated $1.57 billion, while external sales of poultry meat totaled $2.3 billion. 

In March alone, Brazil recorded the netry of $773 million in revenue from external spending, a figure that represents an increase of 31% compared to March 2024 and in the same month, and another example in the Brazilian industry is that pork export revenue were $728 million behind the income generated by tourism.

The accelerate pace of growth of the tourism sector in the country can also be seen in the arrival of international visitors to Brazil. In the first quarter of 2025, 3.739.649 international visitors landed in Brazilian destinations, and these numbers represent an increase of 47.8% compared to the same period last year.

The Minister of Tourism, Celso Sabino said that these results demonstrate the strength of tourism as one of the great engines of Brazilian economy. The country focusing on tourism is overcoming the traditional export sectors, demonstrating that investing in Brazil as a destination is investing in growth, employment and development for the country.

The President of Embratur, the Brazilian Tourist Board, Marcelo Freixo, stated that there is no doubt about the importance of international tourism to move the national economy.

Officials said that the United States of America remains the island's top regional source market, meanwhile markets such as Canada and also Latin America are displaying relevant growth.

Anguilla's Directoe of Tourism, Stacey Liburd said that these impressive figures showcase Anguilla's growing appeal to travellers, confirming Anguilla status as a preferred choice in the Caribbean.

Saldungaray, Argentina | Named as a Finalist for the Best Tourism Villages by UN Tourism

Saldungaray, a small municipality of the province of Buenos Aires, Argentina in the Tornquist district located in a wide valley close to the Cerro Pillahuincó mountain, highlighted by the Sierra de la Ventana, a beautiful mountainous territory extends from the city of Puan to the town of Indio Rico, in the Coronel Pringles district, a favourite destination for hiking, trekking and nature lovers was named as a finalist for the Best Tourism Villages by UN Tourism, the United Nations World Tourism Organization.

Saldungaray was founded in 1900 by Pedro Saldungaray despite its real history begins many years before its foundation, when the current centre was a military fort and gave it the hope of exisitng when the local area was populated only by a few native Indians who were prowling around. 

The site was known as Fortin Pavón in the beginning, for this fort established in 1862 on the southern border the Rio Sauce Grande River and it served as an intermediate stop between Fort Independencia and the Argentine Protectorate Fortress.

The structure had a perimeter ditch and a palisade of stilts with a drawbridge protecting the troop and command buildings and a rall wooden watchtower completed the complex’s facilities.

The rudimentary huts of the complex were built with the few material available in the Pampa Region mainly made of adobe, reeds, thatch, and tacuara cane.

The site was then called Sierra de la Ventana linked to the local mountain range and finally christened Saldungaray as it is called today.

Saldugaray experienced a notable growth for its geographic location, considered strategical by desert expedition members, generated the settlement of the first colonists on the banks of the Rio Sauce Grande River which has its source in the Ventana mountain range and is the main tributary of the Paso de la Piedras dam, the most important reservoir of water for human consumption in the area.

Currently Saldungaray is part of a consolidate tourist region in the southwest of the province of Buenos Aires and one of its main attraction sis linked to the stunning natural environment of the Ventana mountain range, a small but well - defined area of endemism, with connections to the Andean and South American Transition Zone provinces, and famous for its biodiversity.

The territory is highlighted by a high number of unique species, particularly plants and animals, that are not found anywhere.

The Sierra del La Ventana is well known to be home to diverse wildlife, including mammals such as the Puma, the Pampa gray fox, deer,, the capybara,the wildcat and also wild horses epecially found un Ernesto Tornquis Provincial Park.You can also find birds, such as the black - backed eagle and the cock - of - the - rock, reptiles such as the copperhead iguana, and amphibians such as the mountain toad.

History goes that Charles Darwin, emblematic British biologist, geologist and naturalist visited Saldungaray, exploring and gathering data, and it said that, as if it was a legend or a very well - kept secret, that the iconic character climbed the Mount Tres Picos and he almost found the window he had heard about from the Indians and he had wanted to visit for such a long time.

Saldungaray received the certificate of finalist of the Best Tourism Villages, an initiative of UN Tourism that distinguishes small centres that examples of rural tourism destination in the world and is already one of the eight towns nominated this year by Argentina to participate in the UN Tourism global call with Villa Tulumba, Córdoba, Caviahue – Copahue, Neuquén, Barrancas, Jujuy, Los Chacayes, Mendoza, Gaiman, Chubut, Urdinarrain, Entre Rios and Campo Ramón, Misiones.

APRAM, Adminstração da Região Autonóma da Madeira, the organisation manages port infrastructures in order to ensure access and movement of people and goods by sea recorded a total of 266.964 passengers and 105 stopovers, the best first quarter ever.

This achievement marks a 19.64% increase in passengers traffic and a 36.36% rise in cruise ship calls compared to the same period last year.

In addition to passengers, nearly 93.000 crew members passed through Funchal port between January and March 2025, an increase of 26.32% over the 73.541 recorded in the first quarter of 2024.

This growth reflects a strong upward trend in Madeira's cruise tourism sector that is currently very solid and continues to grow with record visitoe numbers and revenue increases. 

The economic recovery has been robust, supassing pre - pandemic levels, and revenue growth is projected to continue through 2026.

According to a study led by Associação Comercial e Industrial de Funchal, the association of trade and industry of Funchal, this surge in activity is estimated to have generated more than €22.0 million of direct impact on the regional economy. 

The estimate is based on the average spending of €61.40 per passenger or crew member during their time on the island. 

APRAM President, Paula Cabaço said that these numbers represent a significant achievement for the region and a result of the coordinated efforts between Ports of Madeira and the partners like companies, agents, and tour operators.

In addition President of APRAM emphasised that this sustainable growth demonstates the cruise industry's continued interest in Madeira, underliining the region's value as a key destination in the global cruise market.

With 2024 declared the bet year for cruise tourism in Madeira, APRAM believes that the strong results from the first quarter signal a very promising outlook for 2025.

Egypt | Established a National Medical Tourism Council to Boost Healthcare Sector

Egypt as part of efforts to position itself as a regional hub for medical and wellness travel through its Cabinet approved the establishment of a Nationl Medical Tourism Council to boost healthcare sector.

The new Council, to be chaired by the Deputy Prime Minister for Human Development, will oversee the regulation,control, promotion of the healthcare area and enhance the quality of associated services with the ultimate aim of positioning Egypt as a competitive global destination for healthcare tourism and with the objective to attract more foreign currency inflows supporting the broader economy.

The established Council will be empowered to set national strategy, issue hinding decisions, and develop international standard benchmarks and it will also create a unified digital platform to centralise data, services, and statistics related to health tourism in the country.

The Council will convene at the invitation of its chairperson at least once every three months, or as needed. Should the Prime Minister attend any session, they will preside over the meeting.
