Portugal | Promoting Rural Areas for Investment through its Evolving Golden Visa Program

The government of Portugal has announced a new visa category aimed at international investors and teleworkers : the “Heritage Visa”which refers to one of the pathways of its evolving Golden Visa Program which allows non - Europeans to obtain a visa and residency by investing in the country supporting artistic production, recovery, maintenance of the national cultural heritage in Portugal rehabilitating historic homes in villages located in rural areas and suffering from depopulations.

After curbing real estate routes in major cities, Portugal is promoting rural areas encouraging investment in low - density region via job creation, cultural heritage, research funds, venture capital, sustainable agriculture (like farmland) aiming to redirect funds to less developed areas for social benefits.

Unlike traditional golden visas, this program focuses on urban regeneration and the preservation of traditional architecture, offering tax benefits and permanent residency to those who demonstrate a commitment to the development of the local economy and the cultural preservation of the interior regions.

The program has already aroused the interest of communities of architects and artists fron Brazil and in the United States, who see in the quaint and remote villages of Portugal an opportunity to develop creative hubs.

The Portuguese Ministry of Tourism hopes that this initiative will help balance the tourist pressure suffered by cities like Lisbon and Porto, diverting capitals towards inland tourism.

This strategic move not only seeks to attract foreign exchange, but also to rejuvenate the social fabric of rural areas, turning them in relevant attractions and investors and developers into custodians of Portuguese heritage for the next decade.

Venice, Italy | Fully Implemented an Expanded Version of its Access Control System for Day - Trippers

Since January 1, 2026, Venice, the capital of northern Italy’s Veneto region, a wonder built on a group of 118 islands that are separated by expanses of open water and by canals, in an ample lagoon in the Adriatic Sea, one of the most charming and romantic destinations globally, highlighted by an incomparable cultural and historical heritage, a unique architecture and a magic aura surrounding its picturesque alleys, iconic bridges and stunning Renaissance palaces has fully implemented an expanded version of its access control system for day - trippers.

The “Venice Access Fee (Contributo di Accesso a Venezia)  system, part of an effort to manage overtourism, involves a mandatory online registration and payment for peak days.

Unlike previous fixed rates, the cost of entry to the historic city now fluctuates in real - time based on the load capacity detected by pedestrian flow sensers. If the city reaches a critical level of saturation, the price of access automatically increases to discourage single - day visits, thus protecting the integrity of heritage and the quality of life of residents.

The system is closely linked to a mandatory digital booking that tourist must manage in advance through an official destination management platform. Those travellers who stay overnight in hotels within the city are exempt from payment, a move planned to encourage long – stay tourism over fast hiking.

Venice's initiative is closely watched by other saturated Europen cities, such as Amsterdam, the Netherlands and Dubrovnik, Croatia, which plans to adopt similar demand - site segmentation technologies later this year.

Key Features of the 2026 Venice Access Fee System

•    Access Fee Name: The official name for the system is the Venice Access Fee (Contributo di Accesso a Venezia). The fee is part of an ongoing experimental measure to manage tourist flows and combat overtourism.
•    Dates and Times: In 2026, the fee is in effect for 60 specified days, mainly weekends and public holidays, between April 3rd and July 26th. The charge applies to visitors entering the historic centre between 8:30 a.m. and 4:00 p.m.
•    Cost: The standard fee is €5 if booked at least four days in advance. For last – minute bookings (within three days of the visit) the cost increases to €10. The price can vary depending on how busy the city is expected to be, though a maximum fee of €10 has been discussed.
•    How it Works: Day - trippers must register their visit on the official website, cda.ve.it, and receive a QR code. This QR code serves as a proof of payment or exemption and is subject to random checks at main entry points like train stations and bus terminals.
•    Penalties: Visitors caught without a valid QR code face fines ranging from €50 to €300, plus an additional €10 for the access fee itself.

Certain categories of visitors are exempt from paying the fee but must still register online to obtain a valid QR code.

 Who is Exempt

 •    Overnight guests staying in accommodation within the Venice municipality (as they pay a separate tourist tax).
•    Residents of Venice and the wider Veneto region.
•    Children under the age of 14.
•    People with disabilities and their carers.
•    Individuals visiting for work, study, or health reasons.

The system uses data analysis from a “Smart Control Room” to monitor crowd movements and help manage congestion, though currently there is no hard cap on the number of daily visitor.

The goal of Venice Access Fee system is not primarily revenue generation, but to deter “hit - and - run” day tourism and encourage more visitation pattern.

Local authorities have pointed out that the aim is not to raise funds indiscriminately, but to achieve an ecological balance that allows Venice to survive as a living museum.

The revenue generated by this toll will be used entirely for architectural restoration and the improvement of urban cleaning services.

Critics, however, warn of the risk of turning historic cities into exclusive theme parks for those who can afford the highest fees, opening an ethical debate about the right to cultural access.

Nigeria | Turning to the Private Sector to Meet its National Biodiversity Goals

Nigeria is turning to the private sector to meet its National Biodiversity goals aligning with the Kunming - Montreal Framework (GBF), a historic agreement established in 2022 to halt and reverse nature loss by 2030, featuring four 2050 Goals such as protecting nature, living with nature, sharing benefits, investing/collaborating, 23 action - oriented 2030 Targets, and promoting nature - positive finance and corporate responsibility to achieve a world living in harmony with nature by 2050.

Business leaders, policymakers and conservation experts met in Lagos by forming a Business Advisory Group (BAG) to create a national action plan for corporate involvement in conservation.

Speakers highlighted GBF target 15, which requires companies to access, disclose and reduce biodiversity impacts, and addressing gaps like weak enforcement and lack of sector - specific guidance in transition from awareness to concrete, limited incentives, SME capacity constraints and measurable action for sustainable resource use.

Business for Nature’s Africa Lead, Oluwaseum Ajayi said that the focus has shifted to execution and called for measurable corporate action, positioning Nigeria as a benchmark to demonstrate how companies can support national strategies. For the tourism sector, the move aims to safeguard natural assets that underpin destinations and investment.

Insight from the session will inform a national business biodiversity action plan, alongside calls for co - designed policies, clear sector rules and sustained engagement through the BAG.

With natural capital under pressure and sites such as the Hadejia - Nguru wetlands supporting livelihoods and ecotourism, aligning business with biodiversity goals is viewed as key to maintaining Nigeria’s nature-based tourism and long - term growth.

Key Features of the Initiative:

•    Private Sector Mobilization: Recognizing government - led efforts aren’t enough, Nigeria is bringing companies into the fold to implement its National Biodiversity Strategy and Action Plan (NBSAP).
•    Business Advisory Group (BAG): This platform facilitates collaboration between business, government, and conservation experts to co – design policies and create clear rules for sector - specific actions.
•    Focus on Global Framework: The initiative aims to meet targets from the Kunming - Montreal Global Biodiversity Framework (GBF), including Task 15, which requires companies to assess and reduce their biodiversity impacts.
•    Addressing Implementation Gaps: The BAG will tackle challenges like weak enforcement, limited incentives, and SME capacity issues slowing down current conservation efforts.
•    Economic and Livelihood Link: The move highlights that Nigeria’s natural assets (forests, wetlands, marine) underpin agriculture, fisheries, tourism, and food security, making business participation crucial for long – term stability.
•    Action - Oriented: The goal is to move beyond awareness tangible corporate actions, with companies playing a deliberate role in protecting ecosystems that sustain their operations.

Why it Matters

•    Sustainability: Businesses rely on nature for raw materials and ecosystem services, so protecting biodiversity ensures business continuity.
•    Investment: Attracting private investment and integrating nature - positive practices like biodiversity credits is key to financing conservation.
•    Policy and Practice: The initiative seeks to build trust and establish practical solutions, preventing anti – growth narratives by showing nature protection and economic growth can align.
