The Philippines | Hotel Industry is Developing a Manpower Roadmap to Address Labour Shortages

PHOA, the Philippines Hotel Owners Association founded in 1977, the foremost organization of hotel owners in the country headquartered in Makati City is developing a manpower roadmap to address labour shortage.

The Association is planning to identify the workforce needs of the expanding hospitality sector and address potential labour shortages caused by the migration of many qualified workers and graduates abroad, an initiative, the first of its kind for the hospitality industry in the country.

At the media launch of Philippines Hotel Connect 2025, the country' largest gathering of hotel owners, investors and developers, will take place on July 24 and 25 the PHOA Executive Director Benito Bengzon Jr, said that this initiative aims to ensure that hotels have qualified manpower to recruit from. 

According to PHOA's Philippines Accommodation Pipeline Report 2024, more than 55.000 direct jobs will be required to support 158 accommodations projects that are either in the pipeline or under development over the next few years in the country.

The Executive Director stated that there is a problem with job mismatch, the continuing problems about the Philippines tourism and hospitality students getting jobs on cruise ships, and about the difficulty of getting baristas, front office desk clerks and other positions in the sector.

The industry's human capital development plan must be forward - looking, the human capital development plan for the industry is aspirational and the narrative has to change.

Many Filipinos will still want to continue to aspire for overseas jobs and therefore the country can not be using the competition posed by overseas employment as the perpetual reason for not having enough people to work in the Philippines.

A human capital development plan will allow the industry to ensure that all hotels opening in the next five to 10 years will have a qualified pool of manpower to recruit from.

PHOA's Executive Director added that the roadmap is going to be a game changer because once you have the document, you will be able to see a clearer picture of the future and it will be good not only for hotel owners but also for current workers, the student and the parents.

Ecuador | Established a New Mandatory Form for Travellers to Enter or Leave the Country

As of 29th July 2025, all travellers entering or leaving Ecuador will be required to submit the FRA, the Customs Registration Form, a measure applies to airports, ports and land border crossing.

This new mandatory form is established by the Organic Law on the Prevention, Detection and Combat of Money Laundering, in force since 29th July 2024. The main objective is to strengthen controls to prevent financial crimes and protect the country's customs system.

Senae, the National Customs Service of Ecuador, reported that the provision applies to both Ecuadorian and foreign citizens, when entering or leaving the country and the document must be completed up three days before the trip.

In addition, Senae reported that is working on a resolution to address exceptional emergency situations. These regulations will allow travellers in urgent circumstances to submit the form under flexible conditions and the details of this measure will be announced in the coming days.

The process to fill the mandatory form is simple and is done online, through computer or and any mobile device. Travellers must enter the official website of the National Cuistoms Service of Ecuador : (Senae): www.aduana.gob.ec.

Once there the traveller must look for the section "Citizen Service" then "For travellers" and finally selecting "Customs Registration Form". If the user already has a username and password, they can enter directly, otherwise, they must create and generate a personal password with their data.

The form has to be filled out with personal data and flight information. If you are travelling with minors, they must also be included.

In the case traveller is transporting jewelry, documents of value or cash equal to or greater than $10.000 or its equivalent in another currency, he or she must declare this on the form. In addition the traveller must appear a Senae official at the airport, border or port.

The statement is made under oath and the veracity of the information and the end of the form is confirmed.

At the end of the registration, the system generates a QR code that the traveller must present at immigration and customs control. With this code, officials will be able to verify information and conduct inspections if necessary.

 It's important to keep in mind that if the traveller does not submit the form will not be able to continue with immigration controls or enter or leave the country on a regular basis.

Failure to file the FRA brings legal pednalties. According to Senae, travellers could receive fines or suffer the retention of goods. 

 Senae explained that this digital tool allows speeding up the passage through the controls and reduces possible delays.

This requirement is part of the modernization of the custom system of Ecuador and seeks to increase security and transparency in the country's entries and exits.

The Ministry of Culture, through the Decentralized Directorate of Culture of Cusco, informed that on July 8 and 9, a specialized preventive conservation team started operations of presevation in three sections of support walls located on the platforms on the eastern side of the Intiwatana hill, in the "llaqta" of Machu Picchu.

These actions aim to prevent and address signs of loss of structural stability in the aforementioned platforms, which do not correspond to original structures, since they were rebuilt between 1940 and 1948.

This intervention is part of ongoing efforts to preserve the historic site and is based on the results of continuous geodynamic monitoring that has been carried out since 2015, which identified a slight detachement of the rocky outcrop adjacent to these restored segments.

It should be noted that this monitoring was reinforced with the execution of specialized studies in geology throughout the Intiwatana hill.

In order to facilitate prevention work, a section of the road adjacent to the platforms, which is part of the circuit 2, has been diverted so as not to alter the normal movement of visitors towards the “Roca Sagrada”, the Sacred Rock, sector.

For this temporary detour, a section of the path has been intervened, installing two temporary wooden stairs, as well as geoblock grids on the agricultural soil of the main square, thus allowing a safe and orderly transit of visitors.

The Decentralized Directorate of Culture of Cusco calls on the public to take cognizance of the preventive conservation work of the Intiwatana hill of Machu Picchu, which has the technical support of the competent instance of the Ministry of Culture and It should be noted that the visit of the National Archaeological Park of Machu Picchu will take place with absolute normality.

This is an example of community tourism with identity and living roots in the region, a programme that offers travellers the chance to experience authentic Mayan culture participating in daily life with local families, and potentially contribute to community development projects.

Subsequently, the Undersecretary of Sustainable Development of the Ministry of Tourism Development, Sefotour, Raúl Paz Noriega, accompanied ther Secretary of Tourism of Honduras on a tour of the municipalities of Maní, Progreso, Santa Elena, Tinum and Valladolid with the aim of exchanging experiences, unveiling strategies and processes that will contribute to the development of community tourism products in Honduras.

During the tour, the Honduran delegation and Sefotur team held strategic meetings and apart to strengthen cooperation in community tourism, they explored opportunities to improve air connectivity between both destinations and with other countries in the "Mundo Maya region" like Belize, El Salvador and Guatemala, through their shared cultural wealth.

The tour had as a significant stage Maní, small city in the central region of Yucatán Peninsula, about 100 kilometres to the south - east of the capital of the state Mérida. The Honduran delegation visited the Museum - Shop of Yucatán Mayan Embroidery, the Meliponario Lool Há, led by women from the community, participating in a traditional ceremony in the Mayan language and tasting typical dishes of the region.

The educational trip continued to  Santa Elena, quaint town located roughly 95 kilometres south of Mérida, a centre known for its rich history and significance situated near the famous Uxmal archaeological site, which is a major attraction for tourists interested in Mayan history.

In this centre, the delegation of the Central American country lived the experience of the Xa' anil Naj village, internationally recognized for its model of indigenous and community tourism, which achieved the Silver Award for Responsible Tourism from WTM Latin America.

The visit continued in Valladolid, city located in the centre of the Yucatán Peninsula, offering a unique combination of cultural history, colonial architecture, authentic cuisine, and access to natural attractions like very relevant Mayan ruins and cenotes.

The Honduran Minister and her team reached the city aboard the Mayan Train to tour the Ek Balam Mayan Village, learning about artisanal techniques such as embroidery and hammock weaving,  exploring the Xcanché cenote and enjoying the adventure activities offered by the local cooperative. 

In the itinerary was also included the iconic archaeological site of Chichén Itzá, known for its well  -preserved temples, pyramids, and other stone structure, rests of a major Mayan city that flourished between the 9th and 12th centuries, declared a UNESCO World Heritage Site and one of the New Seven Wonders of the World where the Honduran delegation witnessed the video mapping "Nights of Kuculcán".

The tour concluded on the Yucatán coast with visits to ecotourism and community fishing experiences on Isla Columpios, a swing island in the area of Chuburná Puerto, a tropical paradise with exuberant nature and crystal clear waters.

The last visit was dedicated to Progreso, bustling centre located on the Gulf of Mexico in the north-west of the state some 30 minutes north of state capital Mérida, a common stop for cruise ships, which dock at its landmark long pier and highlighted by the Malecón, a beautiful oceanfront promenade, lined with beaches and thatch - roofed restaurants. 

As part of the actions to promote community tourism, Sefotour developed the Yucatán, Mosaic of Experiences catalog, the result of a collaboration with UNESCO, Airbnb and the Co'ox Mayab Community Tourism Alliance.

This relevant tool integrates initiatives from ten municipalities of the state and will to expand to project the cultural and natural wealth of Yucatán.

With these strategic alliances, Yucatán as inspiration model also for Honduras reaffirms its commitment to consolidate sustainable and inclusive tourism, which generates real opportunities for local communities, while projecting the living heritage of the Mayan World to new international markets and elevating itself as a benchmark of community tourism in the region.

Macau, China | Anticipating a Robust Summer Season, August to peak with 85% Hotel Occupancy

Macau's tourism industry is anticipating a robust summer season, with the Hotel and Tourism Industry Association projecting an increase in visitor arrivals compared to last year and August to peak with 85% hotel occupany.

Visitor arrival rate in July has already reached an average of over 90.000 per day, suprassing June's numbers and signaling a very positive trend.

The contributing factors linked to this success are undoubtedly flexible visa policies from mainland China that are likely a key driver of this growth, making it easier for travellers to enter Macau.

The peak period is anticipated in August, with summer hotel occupancy rates averaging around 85% and reaching up to 90% during peak times.

The President of Macau Hoteliers & Innkeepers Association, Cheung Kin Chung, told public broadcaster TDM that the first half of 2025 has shown positive recovery momentum in the tourism market, with continued growth expected in the second half of the year.

This optimistic outlook comes as visitor arrivals to Macau continue climbing and hotel supply and demand remain in good balance confirming a very strong recovery of the sector.

The autonomous region on the south coast of China surpassed 20 million arrivals in 2025, achieving the milestone 26 days earlier than in 2024, data also confirmed by the Public Security Police Force.

Mainland Chinese tourists accounted for the largest share at 71.6%, followed by visitors from Hong Kong at 19.1%, Taiwan a 2.4% and other international markets at 6.9%.

Official statistics show that hotel room occupancy rates in the first five months of 2025 increased by five percentage points year - on - year to 89.2%. However, the number of guests decreased by 2.1% to 6 million, while the average length of stay remained at 1.7 nights.

The President of Macau Hoteliers & Innkeepers Association acknowledged that external economic conditions, changing tourist consumption patterns and intensified competition from neigboring regions present greater challenges for Macau, and the industry must continue strengthening internal capabilities while expanding customer sources.

For the summer season, the tourism industry of Macau will focus on developing family - friendly and educational tourism products that offer deeper cultural experiences.

The rest of the year will prioritize optimizing tourism product offerings, strengthening regional cooperation, enhancing "tourism plus" integrated development, improving tourism infrastructure, and conducting targeted international market expansion.

The MGTO, the Macau Government Tourism Office projected at the beginning of the year that annual visitor arrivals in 2025 would reach between 38 and 39 million and with the brilliant performances in the seven months of this year, the aspiration to reach this ambitious goal could turn into reality.

This is undoubtedly an important milestone for the city that is part of the broader plan for the enhancement and redevelopment of the commercial axes along the local Adriatic coastline represented by the “Viali delle Regine”  which is reorganizing and modernizing the entire axis improving urban livability, strengthening the identity of the places and supporting the vitality of local commerce.

The recognition of the hubs is the result of intense preparatory work conducted in synergy with the main trade associations such as Confcmmercio Imprese per l’ Italia Provincia di Rimini, Cofesercenti Rimini, CAN Associazione Territoriale di Rimini, Confartigianato Imprese Rimini and Associazione Albergatori Italiani Rimini as well as local committees, companies of the covered market, the Cocap consortium and numerous economic operators who have joined the agreements of partnership signed for each hub.

The three hubs that have been given the green light with specific identities and vocations are : 


•    Rimini Centro - It is the urban hub par excellence of Rimini, and includes the strategic axes of the historic centre of the city, from the avenue Corso d’ Augusto to the Tiberius Bridge, up to the railway station. It has almost 700 commercial and service activities, with a significant presence in the non - food, clothing and catering sectors.

•    Marina Centro - Developed along the boulevard Viale Vespucci and neighboring streets, this proximity hub represents the tourist – seaside heart, with over 200 activities, of which 31% related to catering. 

•    Regina Elena - This area extends along the axis from the square Piazza Marvelli to the avenue Viale Firenze, and is characterized by a strong vocation for hospitality, with a 43% of the activities concern hotels, B&Bs and accommodation facilities. 

The Councillor for Economic Activities and the Budget, Juri Magnini, said that the recognition of the hubs represents not only a point of arrival, but the beginning of a plan of actions that will touch on fundamental aspects for the quality of life and competitiveness of the city, from the redevelopment of squares, streets and parks to the implementation of new branding and communication strategies, up to the organization of events and initiatives that can intercept diversified targets and seasonally adjust flow.

Particular attention will also be paid to support for small businesses, training and innovation, so as to stimulate an increasingly resilient and attractive proximity economy.

Barcelona, Spain | Planning to Limit Cruise Tourism with a Reduction of its Port Capacity

Barcelona, capital and largest city of the autonomous community of Catalonia situated on the northeastern coast of Spain is planning to limit cruise tourism with a reduction of its port capacity to control the rising number of tourists visiting the city.

This decision is the result of an agreement between Barcelona City Council and the city's Port, and it comes after years of concern over overcrowding caused by cruise passengers who often arrive in large group and lead to sudden spikes in congestion.

In a commitment to a more sustainable model, the local city council announced that the number will be brought down from seven to five terminals to make cruise tourism more organised and sustainable, reducing its cruise reception capacity by 16% and reorganising its port infrastructure.

With a public - private investment of €185 million, this plan marks a turning point in the management of maritime tourism, betting on quality over quantity, and consolidating Barcelona as a European benchmark in responsible tourism regulation.

The project focuses in the elimination of three old terminals and the construction of a new one, which is more efficient and has less environmental impact.  

Currently the port of Barcelona has seven terminals, six operational and one under construction, but between 2026 and 2030 it will have five, demolishing terminals A, B, and C, which together had a capacity for 12.800 passengers.

A new Terminal C will be built, with capacity for 7.000 cruise passengers and suitable to receive several ships simultaneously.

The new design seeks to limit the maximum flow of passengers to 31.000 people per day by 2030, avoiding tourism collapse and mitigating the effect of overtourism in the Catalan capital. 

If this measure had not been implemented, it is estimated that the port would have reached a capacity of 37,000 simultaneous cruise passengers  in just two years, boosted by the opening of Terminal G, operated by the company Royal Caribbean.

In the project is also included the development of a coastal mobility corridor near the port to improve movements for public transport, taxis, bicycles and pedestrians.

The new infrastructure, which will be ready in 2028, will prioritise the embarkation and disembarkation of cruise ships that start or end their routes in Barcelona, as well as luxury or premium ships with a capacity of less than a thousand passengers. This category already represents a quarter of the total cruise passenger traffic in the Catalan city.

Argentina | To Require Health Insurance for International Visitors

 Starting on 1st July 2025, Argentina established that  all international visitors to have a valid health insurance to enter the country. This includes tourists, temporary workers, and students, regardless of how they enter, by air, land or sea while permanent residents and citizens are exempt from this requirement.

This new measure, contained in Decree 366/2025 prevents the Argentine public health system from assuming the costs derived from medical care for non - resident foreigners, ensuring the international visitors have an adequate healthcare coverage while in Argentina, and crack down on individuals who frequently cross borders to renew their tourist status or overstay their visas.

 In this context, according to the 2025 Radiography of Intermundial's travel insurance, Argentina is among the South American countries with the highest medical costs, reaching €1.454 for emergency care.

Apart that, in the South American country there are significant inequalities in the quality of health care between different areas of the nation. While in urban regions medical infrastructure is usually adequate, in southern or rural areas it may ber limited or difficult to access.

 Intermundial reminds that the main immigration requirements that must be met by those who wish to travel to Argentina in 2025.

First of all, travellers must have international health insurance since tourists who wish to enter the South American country are required to have travel insurance that covers private medical assistance and medical transport, for a minimum of $20,000.

In addition, the Ministry of Foreign Affairs recommends travelling with insurance that is as complete as possible and that covers the entire stay and transfers in medical planes if necessary.

Secondly travellers may also be required to provide an affidavit detailing the reasons for their trip to the country. This specific document must be presented at the time of entry in Argentine and may be required by the immigration authorities.

As for the passport, citizens do not need a visa for tourist stays of up to 90 days, but they must present a passport with at least three months of validity from the date of the entry into the country.

Finally, it must also be proven that a minimum of US$50 per day of stay is available through cash, credit cards or traveller's checks, as well as it is mandatory to present a transport reservation that proves the departure from the country at the end of the trip.

In this way, Argentine joins the list of countries it is essential to have travel insurance, including Algeria, Belarus, Chile, Costa Rica, Cuba, Ecuador, Grenada, Iran, Israel, Lebanon, Nepal, Oman, Paraguay, Russia, Schengen Area, Saudi Arabia, Sri Lanka, Suriname, Thailand, Turkmenistan and Ukraine.

The Dominican Republic has launched its new campaign ""Dominicana te Sonríe", “Dominicana Republic Smiles at You”at an exclusive event held at the Faena Forum in Miami Beach, Florida, U.S., renowned multidisciplinary event venue located on Collins Avenue which brought together key figures from across the tourism industry, including airline executives, more than 200 tour operators, travel agents, and popular personalities from the worlds of TV and sports.

Attendees had the opportunity to preview the campaign and learn more about the Caribbean country's continued growth and evolution of a leading destination in the region, well known for its stunning beaches, diverse landscapes, a year - round destination with a tropical climate boasting nearly 1.600 kilometres of coastline, mountains, rivers, and jungle areas, making it a more than ideal destination for every type of traveller.

Tourism continues to be a vital driver of the Dominican Republic's economy. In the first half of 2025 alone, the country welcomed more than 6.1 million visitors. Of these, 74% arrived by air, with 45% coming from the United States and more than 12% from Latin American countries.

The Department of Home Affairs has unveiled two new digital visa schemes, aimed at strengthening the country's appeal as a premier destination for film production and global events, a move announced by Minister Leon Schreiber during the Home Affairs budget vote.

These initiatives will streamline visa access for international film crews and attendees at large - scale events such as conferences and sport tournaments and they are : 

•    STAGES (Screen Talent and Global Entertainment Scheme) - Designed to facilitate rapid visa approvals for production companies. 
•    MEETS (Meetings, Events, Exhibitions and Tourism Scheme) – This scheme will enable faster, online processing for event participants.

The new visas align with broader efforts to position South Africa as a competitive hub for cultural, sporting, and business tourism, with backing from the city of Cape Town.

Events hosted in Cape Town over the coming years are forecast to generate R745 million in economic impact and draw over 27.000 delegates by 2028.

Complementing these efforts, Home Affairs is also rolling out an ETA, Electronic Travel Authorisation system by September and expanding in TTOS, Trusted Tour Operator Scheme which has already brought over 17.000 tourists from China and India since February 2025, measures which support tourism growth and job creation across the industry.
