Argentina | Modernization and Simplified Development of Student Tourism Regulation

 

Argentina through the Ministry of Tourism, Environment and Sports has announced an important update regarding the regulation of the student tourism segment,that well known branch of the Educational tourism, modality in which the student – traveller in distinct places in their habitual residence have a high educational and training component with trips carried our with the aim of acquiring new knowledge and experiences at an educational,  professional and personal level.

In a resolution published in August, the rules in force since 2014 in the South American country were repealed, activating a new legal framework that aims to simplify procedures as well as reduce costs with the mission of providing greater security to both students and their families.

The Argentine Government through optimal actions tries to promote competition in the sector and consequently expand the offer of student travel by adapting to the new realities of the market.

Among the main changes stands out the elimination of the Trust Fund for Student Tourism and the corresponding cos which translates into a reduction in costs for companies and organizational entities and consequently for the students themselves.

 In this context the new legislation establishes the the obligation to take out surety insurance to guarantee the return of the amounts paid in the event of a default by the travel agency and the obligation to have civil liability and personal accident insurance is also maintained.

This legislation also aims to simplify administrative procedures by establishing a single national certificate of authorization for student tourist agencies which will have to be drawn up only once by those companies that organize the trips and will tend to be the correct declaration character.

Another note refers to marketing operators acting on behalf of an organization who are exempt from this requirement.

In order to ensure compliance with the regulations, an exemption control procedure is also established which provides for the possibility of suspending or cancelling the authorisation certificate in the event of serious violations.

As a final point of consideration, it should be specified that with these changes the national government seeks to position Argentina as a more competitive and attractive student tourist destination by offering young people a wide variety of travel options with greater guarantees of safety and quality.
