Vietnam is actively promoting science, technology, and innovation (STI) as core pillars for its economic growth and development, shifting to a knowledge 0 based model with a focus on digital and green transformation to become a high - income nation by 2045, supported by policies like tax incentives for R&D, institutional reforms, and major events such as TECHFEST, aiming to boost productivity and global competitiveness.
Politburo Resolution 57 - NQ/TW, adopted on December 22, 2024, reaffirms the strategic role of science, technology and innovation as the basis for increasing Vietnam’s productivity, quality, efficiency and economic relevance in the new stage of national development.
As reported by Vietnam News Agency (VNA) to implement this resolution the country has introduced new management models and innovative approaches, with the aim o ensuring that no one is left on the sidelines in the era of innovation and digital transformation.
Within this framework, the Ministry of Science and Technology has initiated a change of mentality, moving from a management - focused approach to a facilitate one, prioritizing result – based evaluation, focused investment and the development of strategic technologies.
As part of this process, the Ministry launched a digital one - stop shop thar centralizes administrative procedures, reduces management times and improves transparency through systems connected to the National Public Services Portal.
At the local service, the city of Can Tho, the largest centre and economic hub of Vietnam’s Mekong Delta reinforces its role as the innovation hub in the area, promoting cooperation between the state, the scientific community and businesses. During the Week of Science, Technology, Innovation and Digital Transformation 2025, strategic agreements were signed and hundreds of business meetings were generated that promote technology transfer and the practical application of research.
Tay Ninh province located in southern Vietnam bordered by Cambodia between Ho Chi Minh City and Phnom Penh, in Southern Key Economic zone, has also implemented support policies until 2030 to foster innovation and technological adoption, consolidating Vietnam’s commitment to inclusive and sustainable knowledge – based development.
Key Strategies and Initiatives:
• New Growth Model: Establishing a framework centred on science, tech, innovation, and digital transformation for sustainable development.
• Strategic Mergers: The Ministry of Science and Technology and the Ministry of Information and Communications merged in 2025 to unify efforts in STI and digital transformation.
• Policy Incentives: Offering tax deductions for companies investing in R&D through the Science and Technology Development Fund.
• Digital and Green Focus: Prioritizing green energy, data, smart infrastructure, and digital governance as key components of the new economy.
• Ecosystem development: Fostering innovation through events like TECHFEST, bringing technology closer to the public and connecting enterprises.
• Productivity Boost: Implementing programs (like Programme 1322) to enhance enterprise productivity and quality to meet global standards.
Goals and Vision:
• High Income Nation: Aiming to become a developed, high – income country by 2045.
• Global Standing: Improving its ranking in the Global Innovation Index and integrating more deeply into global supply chains.
• Addressing Gaps: Tackling challenges like fragmented data, infrastructure, and high – skilled labour shortages through focused efforts.
In essence, Vietnam is making a significant, government - backed push to transition from an industrial economy to an innovation- driven one, recognizing STI as fundamental to its future prosperity.
