Sweden has committed Shs18 billion ($5 million) to Uganda’s tourism and dairy sectors under the Trade for Jobs Uganda project, an initiative led by the International Labour Organisation (ILO) and the International Trade Centre (ITC).
Unveiled on 27th November 2025 in Kampala. the five - year initiative aims to boost private sector growth and support value addition to strengthen regional and global trade in tourism services and in the dairy industry.
The project will be jointly implemented by the International Labour Organisation (ILO), a tripartite United Nations agency that promotes social justice and decent work by bringing together governments, employers and workers to set international labour standards and provide support and the International Trade Centre, a multilateral agency which has a joint mandate with the World Trade Organization and the United Nations Conference on Trade and Development, beginning with a 18 - month inception phase funded by Sweden.
Uganda’s tourism and dairy project focus on developing training, improving market access and competitiveness, enhancing value chain linkages, while leveraging these assets for agro - tourism opportunities.
The initiative targets to create decent job, providing farmers with technical assistance on best practices for productivity and quality, facilitating access to processors for guaranteed markets, and developing rural tourism.
The plan also includes collaboration with Swedish companies, with tourism support focused on skills, marketing and destination infrastructure, while dairy interventions come as a per - capita milk consumption has risen to 64 litres year below the WHO’s 200 – litre benchmark.
Tourism project features :
· Agro - tourism : Opportunities are being developed for tourists to experience rural life through farm tours, including coffee and tea plantations, dairy farms and other agricultural sites that are not yet widely exploited.
· Experiential tours : The goal is to create experiential tours that allows visitors to learn about and participate in the agricultural process, from the farm to the processing plant.
· Community and rural tourism : The project aims to leverage agricultural resources to create a more inclusive and competitive tourism sector, which benefits local communities and vulnerable groups like youth and women.
· Exploiting unexploited potential : There is focus on developing tourism in areas with untapped potential, such as rice schemes and various farms in districts like Luwero.
Dairy project features :
· Farmer training and extension services : Projects provides training to farmers on best practices in farm management, with a focus on improving productivity and milk quality.
· Market access and linkages : Initiatives help farmers with a guaranteed market by linking them to dairy processors. Efforts are also made to diversify the domestic market and support cooperatives to participate in the value chain.
· Technical assistance : Dairy development executives are hired and trained to provide hands – on technical assistance to farmers on a wide range of issues.
· Quality improvement : Projects focus on improving milk quality by introducing and scaling up quality – based milk payment systems and promoting milk tracking and tracing for food safety parameters.
· Sustainable intensification : There is a focus on increasing productivity through sustainable practices such as forage intensification and improving the management of inputs like manure.
