Brazil | Launched New National Programs to Decarbonize Maritime Transport

Brazil’s Government has launched new national programs under its Ministry of Ports and Airports to decarbonize maritime transport, focusing on port modernization, shipping efficiency, and sustainable fuel use through initiatives like the “Fuel of the Future” law, aiming to cut emissions and establish green corridors. 

These efforts, supported by increased investment and regulations for biofuels and zero - emission fuels, align with broader national goals set at COP29, the United Nations Climate Change Conference which took place Baku, Azerbaijan in November 2024, involving emissions monitoring and transitioning ports into energy hubs for the green energy transition. 

As part of its climate policy and developed the Ministry by the Ministry of Ports and Transports, the programmes aim to upgrade operational practices and strengthen the environmental sustainability of country’s port infrastructure as reported by the Brazilian news portal Brasil 247.

The new measures establish to cut emissions of both ports and shipping. The ordinance outlines the governance structure for the programmes. Responsibility for developing port - related decarbonization measures has been assigned to the National Secretariat of Ports, while the Secretariat of Waterways and Shipping will coordinate actions linked to maritime navigation. 

The framework requires comprehensive monitoring of greenhouse gas emissions, including direct emissions, those associated with electricity use, heating, cooling or steam, as well as other indirect sources.

According to the experts, these metrics will be used to define targets and assess progress in lowering emissions across the maritime sector.

Earlier in 2024, on UN Climae Change Conference (COP29), Brazil has announced plans to cut greenhouse gas emissions by 59 - 67% by 2035 compared with 2005 levels, reducing annual emissions to between 850 million and 1.105 billion tonnes of CO2 equivalent. 

In support of these goals, Brazil’s Ministry of Transport also has launched a program targeting emissions from freight and passenger vehicles. The initiative provides a framework for reducing pollution in road transport, improving fuel efficiency, and advancing more sustainable transport solutions. 

In addition, Brazil has reaffirmed its commitment to decarbonising civil aviation through an updated national action plan. Between 2003 and 2023, domestic fuel use rose by an average of 2.4% per year, while passenger and cargo traffic increased by 4.35% annually, indicating improved fuel efficiency. 

Key Initiatives and Actions

•    Two National Programs: Launched in late 2025, these programs establish guidelines for port and shipping decarbonizations, with specific secretariats managing port infrastructure and navigation action respectively. 
•    “Fuel of the Future” Law: Promotes sustainable mobility and biofuels like green diesel and sustainable Aviation Fuel – SAF, through mandatory blending and voluntary higher levels, supported by significant government investment. 
•    Port Modernization: Focuses on upgrading port infrastructure, adopting renewable energy, and increasing efficiency to turn ports into energy hubs. 
•    Green Shipping Corridors: Brazil is collaborating with countries like Norway to establish green corridors, fostering zero – emissions shipping and bunkering. 
•    Emission Monitoring and Accounting: Implementation of national systems like SIRENE and SINAPSE to track progress and meet targets. 

Goals and Impact

•    Decarbonization: Reduce greenhouse gas emissions in line with Brazil’s updated climate commitments. 
•    Economic Opportunity: Position Brazil as a leader in sustainable fuel production, creating jobs and competitive advantages. 
•    Energy Transition: Drive the shift towards cleaner energy solutions across the maritime sector, from vessel fuels to port operations

These programs represent a strategic effort to integrate climate action with economic development, leveraging Brazil’s potential in biomass and renewable energy.
