Thailand is considering making health and accident insurance mandatory for all foreign visitors. The proposal, driven by mounting unpaid medical bills in major tourist hubs, aims to protect the country’s public healthcare system. No final law has been passed yet, and details like required coverage limits remain under discussion.

Public Health Minister Pattana Promphat confirmed that the measure seeks to alleviate the economic burden of medical treatments not paid by foreigners, which generate an annual expense of approximately $3 million for Thai taxpayers, with high - traffic destinations such as Phuket and Chiang Mai among the areas most affected. 

Thr current proposal suggests that travellers must present proof of their health and accident insurance before crossing the national border. This initiative arises after recurring incidents involving everything from mass poisoning to car or motorcycle accidents, situations that saturate emergency services without a guarantee of payment.

While the new regulations are being defined, the “Tor 99” welfare scheme will continue to provide support in case of emergency treatment and childbirth for people in vulnerable legal situations or stateless people, ensuring that basic care is not interrupted for bureaucratic reasons.

In addition Thai authorities are considering the introduction of a tourist tax aimed specifically at travellers arriving by air. The objective of this tax is to raise funds for the improvement of infrastructure, security and cleanliness of tourist areas, avoiding disproportionately affecting those who cross land borders daily.

This strategy seeks to professionalize the management of the sector and ensure that the tourism industry is financially sustainable, without relying exclusively on public funds earmarked for Thai citizens.

The implementation of these measures would represent a significant change in entry protocols, forcing visitors to plan more in advance for their operational safety during their stay. The Ministry of Health emphasizes that the ultimate goal is not to deter tourism, but to ensure that any visitor can receive quality medical care without compromising the state’s coffers.
