Angola is rapidly emerging as a premier tourism investment destination in Africa, driven by aggressive national reforms and its push to diversify its economy away from oil

The country efforts to position tourism as a key pillar of economic development have received a significant endorsement from the UN Tourism Secretary - General - designate., growing its status as a rising gateway for African tourism and capital investment. 

The endorsement highlights increasing confidence in Angola’s tourism ambitions and reflects broader momentum across Africa, where governments are prioritising tourism as a driver of economic growth, job creation and foreign investment.  

The recognition comes as Angola advances reforms aimed at improving tourism infrastructure, attracting investment, and its development is expected to strengthen furthermore the country’s profile among international investors and tourism stakeholders. 

The rapid emergence of the country as an investment hub is defined by several strategic factors include relevant infrastructure development plans and mega - projects

•    Enhancing Air Connectivity with New Infrastructure: The opening of the massive Dr. António Agostinho Neto International Airport near the capital of the country, Luanda can handle up to 15 million passengers annually, vastly improving international and regional connectivity. 
•    National Plan of Tourism Development Plan: The Angolan government Tourism Development strategic roadmap PLANATUR (Plano Nacional de Promoção do Turismo aimed at transforming the tourism sector into a core pillar of the nation’s economy. Backed by significant funding, the plan focuses on diversifying revenue away from oil and establishing Agola as a global premier destination has mobilised over €8 million for integrated infrastructurehas mobilized over €8 million for integrated infrastructure. 
•    Coastal Development: A €449 million public investment was approved to develop integrated infrastructure along the Atlantic coastliune and ley tourism regions like Cabo Ledo and Moçâmedes. 

Strategic Policies and Investor Incentives

•    Visa - Free Travel: Angola has streamlined travel by granting visa – free access to citizens from over 90 countries, significantly boosting visitor arrivals. 
•    Foreign Direct Investment (FDI) Protections: Backed by the Private Investment Law, Angola guarantees 100% foreign ownership and unrestricted repatriation of profits. 
•    Tax Relief: The country offers Industrial Tax reductions ranging from 20% to 100% for up to 10 years, heavily reducing private capital expenditure.

 Untapped Tourism Assets

•    Natural Landscapes: The country features an extensive Atlantic coastline, the majestic Kalandula Falls, and the striking meeting of the Namib Desert and the ocean. 
•    Biodiversity: Expanding national parks such as Iona and Quicama, offer growing safari tourism, wildlife integration, and astroourism. 

Angola’s investment outlook hinges on a major push to diversity away from its historically oil dependent economy. While the hydrocarbon sector continue to secure massive upstream commitments, such as the Greater PAJ offshore project, the government is aggressively wooing capital into tourism and digital infrastructure as well as mining and agriculture.
