Paraguay | SENATUR and APA Seek to Encourage the Dissemination of Paraguayan Music in Hotels and Restaurants across the Country

The Minister of Tourism, Jacinto Santa Maria, representing SENATUR  (the National Secretariat of Tourism of Paraguay) and the President of Associated of authors (APA) David Portillo met to seek mechanism to encourage the dissemination of Paraguayan music in hotels and restaurants across the country.

The initiative focuses on increasing the presence of traditional music in tourist establishments, a strategy that aims to boost cultural pride while ensuring fair compensation for local creators , strengthening the synergy between the cultural sector and tourism activity, as well as to position Paraguay’s music identity as a first - class attraction.  

The heads of Tourism and APA committed to integrate a working table with owners of hotels and restaurants, to seek to make compatible a greater availability of options for the enjoyment of Paraguayan music, while protecting the rights of musical authors, valuing intellectual creation as an engine of tourism development that enriches the experience of visitors

Key Details of the Initiative

•    Primary Objective: To promote the inclusion of Paraguayan musical works in the daily ambient audio of hotels and restaurants. 
•    Stakeholder Involvement: Creation of a collaborative dialogue table with leaders from the hotel, hospitality and gastronomic sectors. 
•    Intellectual Property: A core focus is ensuring that the rights of Paraguayan composers and interpreters are respected and property compensated.

 The movement closely mirrors historical mandates in Paraguay that required the broadcasting of domestic music to preserve cultural identity and support the local arts industry. 

About Paraguayan Music

Paraguayan music is characterized by a unique blend of Indigenous Guaraní traditions and European folk elements. Its defining hallmarks include the use of the iconic “Arpa Paraguaya” (Paraguayan harp), the brisk rhythm of the “Polca Paraguaya”, a foundational, upbeat folk music and dance style developed in the 19 th century, defined by its compound duple metre (6/8) or alternating ternary/binary rhythms (6/8 and 3/4), its “Sincopado Paraguayo” (syncopated rhythm) and its themes linked to  love and patriotism, as well as the slow nostalgic cadence of Guaraní.

 Guarania is another relevant part of the Paraguayan music identity. Created in 1925 by José Asunción Flores, this genre pf music features a show, syncopated rhythm and melancholic melodies. Often sung in the Guaraní language, it embodies the soul of the country with themes about love, feelings and hometown. 

Of notable relevance in the Paraguayan music landscape are also the “Compuestos”, traditional ballads and songs that are frequently sung in a mix of Spanish and Guaraní, known as Jopará. Lyrics span a wide variety of subjects, including romance, local folklore, nature, historical tragedies, and satirical commentaries. 

The strategy of strengthening the presence of Paraguayan music in the hotel, gastronomy, and entertainment industry is linked to the objective of consolidating Paraguay as a more competitive tourist destination showing its identity and rich cultural heritage with greater international projections
