Vietnam | Strengthening Technological Cooperation with China to Make Innovation and Digital Transformation Key Pillars of Their Bilateral Ties

Vietnam is strengthening technological cooperation with China, aiming to make innovation and digital transformation key pillars of their bilateral ties confirmed by talks which took place during the end of April 2026 with leaders of both countries focused on accelerating partnerships in artificial intelligence (AI) , semiconductors, big data, green technology, and high - quality human resource training. 
During an official visit to China, Vietnamese leader Nguyen uy Ngoc with a high - level delegation led by the country’s president, To Lam, toured the Zhongguancun Science Park in Beijing, considered China’s first national innovation park, presented as a successful model of collaboration between the state, enterprises, research centres, and universities, whose practices serve as a reference for the development of technology parks and innovation zones in Vietnam.  

The visit was planned with the aim of learning about Chinese model of development in science, and technology and during the meeting the Vietnamese leader highlighted Beijing’s progress in innovation and digital transformation, stressing that the experience can serve as a reference for Vietnam in refining policies, institutions and implementation mechanisms, according to the Vietnam News Agency (VNA). 

The Vietnamese representative noted that his country just like China is pushing digitalization, science, and technology as pillars of sustainable development, and expressed interest in expanding cooperation with China in key areas as smart cities, artificial intelligence, robotics, semiconductors, medical technology and human resources training.  

For his part Beijing Vice Mayor Jin Wei presented the city’s priorities in terms of innovation, highlighting that it has a broad technological ecosystem that includes thousands of high - tech companies, major industrial clusters and more than 400 robotics companies. 

Key Areas of Technological Collaboration

•    Strategic Technology and AI: Vietnam, particularly through engagements with entities like the China – ASEAN AI Corporation Centre, seeks collaboration in AI, smart city development, biotechnology, and robotics to fuel its digital economy. 
•    Semiconductors and Digital Economy: Both sides agreed to enhance cooperation in key technological fields, including, but not limited to, artificial intelligence, big data, cloud computing, and semiconductors. 
•    Infrastructure Connectivity: China has offered to assist in rail infrastructure, providing loans and technology for standard – gauge railway construction, viewed as a new, significant area of strategic cooperation. 
•    Research and Education: The Vietnamese Ministry of Science and Technology is collaborating with Chinese counterparts on joint research programs, technology transfer, and joint laboratories to strengthen innovation capacity. 

 Key Developments in the cooperation

•    High - Level Agreements: During a state visit to China in April 2026, Vietnamese leaders and Chinese officials signed multiple documents covering digital technology, vocational education, and research. 
•    Talent Development: Approximately 25.000 Vietnamese students are studying in China, with plans to expand high – quality human resource training to meet future technology needs. 
•    Strategic Alignment: Vietnam aims to align its digital economy with China’s, leveraging the latter’s advanced industrial system to aid in its national modernization goals. 

This strengthened partnership aims to leverage China’s technical capabilities in semiconductors and AI to accelerate Vietnam’s technological innovation while promoting stable, high - quality economic growth between the two nations, enhancing their bilateral ties.
